How about sending me some of it as a taxpayer!  Just joking of course but it makes you wonder. Thanks for the mini soap played out here, I enjoyed it and I am with Simon and you. However it was done, it was a contract.

I find it difficult to imagine me forwarding a refund in the hope of chalking it up to experience when dealing with a faceless client like a gov department.

Unfortunately your inaction will be rewarded and it appears as though it has been.

That is the contrariness of govt business - inaction is its own reward - NOT.

There's an old adage which goes, "A verbal contract isn't worth the paper it's written on."

You could argue with your client and with yourself forever over this.

Simon is right, though. And generous to offer to help, especially given his business smarts.

However, it sounds as if the client was trying you on for a rort. Demanding a refund of money they never paid?

What was the project? You didn't say - although it was obviously connected with a government sponsored business initiative which, in this case, appears to have been of little consequence to the client.

And you were paid up-front! How can I get onto something like this?

Sounds like it was either a publication or a website, since you refer to content which never arrived.

I experienced something similar with a university client many years ago. Though I wasn't paid up-front, I'd done plenty of work before the project went pear-shaped client side. We negotiated and I was paid half the fee which would have applied had the job been finished.

I think if you kept at least half the money you should have no trouble living with youself. 

Thing is, with the government budget allocation long spent, I bet you'd find it physically impossible to return any of the money. Or at best, far more trouble than it's worth.

Yours is probably as worthy a cause as any!

I have risked many times and even now I work on the Internet. You've been ugly. You don't have to give the money. Try yourself in something new. I can share my secret with you. I learned how to make money online. Make a note of it mr. betI have the main job and additional earnings. Time is short, but I'm trying.  Good luck!
